President Obama has promised that there will be changes in the practices of NSA surveillance revealed in the filtrate by Edward Snowden . He said access to the huge amounts of communications data gathered by the intelligence agencies of the United States will be restricted and civil liberties will be respected , but has already faced criticism for "normalizing " instead of stopping massive data collection.
The speech was meant as a response to a public outcry, and the recommendations of the Presidential Task Force created following the revelations . President Obama has decided to keep the enormous database of phone records, but promised that can only be accessed for a good reason , and made a promise , moreover, foreign heads of state will not be operated on , something happened to the German Chancellor Angela Merkel.

The President spent some time highlighting the differences between the collection of metadata (eg, time and destination of calls ) and actually touching the line , saying that the services are not " arrogant" and not commonly heard in calls .
Gave some answers or concrete proposals , saying a review of the information collection practices " can not be completed overnight ." He said the program will end "as it currently exists," but that the systems continue data collection . In the future the data will be held by third parties or service providers , rather than the government.
He promised that access to the data collected will be more restricted , ordering the Department of Justice and the secret intelligence court to devise a way to ensure that the database only phone is available " after a court decision or in a real emergency . " Some kind of court order is required , but is unclear on what basis such an order was issued.
Obama made a promise that he would somewhat limit the future growth of the database : until now, has been authorized the NSA to monitor calls that are three steps of a " known terrorist organization " , but this is now limited two .
However, he was adamant in his defense of the existence of the program , noting that the U.S. has " real enemies " and that intelligence is needed to " protect the American people."
The president concluded : "Because of the strength of our own democracy , we should not shy away from high expectations for over two centuries , our Constitution has withstood all kinds of change, as we have been willing to defend it , and because we have been . willing to question the actions that have been taken in its defense.
